Explanation:
“定损费用分摊”指所有诉讼文书送达费用、诉讼费用和支出、判决前和判决后的利息、
律师费、调查费用、聘请专家的费用、法庭记录费用、公共资料的复印费用、提取和记录
证人证言费用、行使代位权的费用和支出

["The apportionment of fees for the assessment of damages" denotes fees for the service of documents in a lawsuit, lawsuit fees and disbursements, interest before and after judgment, lawyer fees, investigation fees, fees for the engagement of experts, legal recording fees, fees for xeroxing of public documents, fees for the collection and recording of witness testimony, disbursements and fees for the exercise of representative authority...]

以及因为就某项损失或针对记名被保险人提起的索赔或诉讼进行调查、协商、和解或抗辩,

including those due to certain losses or raised against the signatory by the insurer or in investigations, agreements, reconciliations, and counterclaims through the course of of the lawsuit.

[This part I am not clear about. The previous lines describe the different types of fees that are included in the apportionment. I take what follows 以及 as delimiting the previous 费用和支出, and what follows as providing a new kind of 费用.]

或为保护及行使记名被保险人或本公司的代位权而合理收取的类似费用。

Or the kinds of fees that may reasonably be received for safeguarding or operating the legal authority of the insurer or the company on the behalf of the signatory.

(A little bit unsure in both parts of the exact meaning for 记名被保险人 etc.)

"The apportionment of fees for the assessment of damages" does not include expenses incurred by the company for normal operations, salaries, or the employee welfare of any employed staff, nor does it include fees incurred by the employees of the company or by lawyers engaged by the company in long-term employment, nor also does it include expenses incurred due to the company's engagement of a lawyer in regard to the claim for damages or suit directed against the signatory by the insurer, as well as legal expenses incurred by the company or its affiliates in supplying legal advice, if any, in fulfilling duties according to the insurance contract issued by the same.

...

It's all quite complicated, I admit, but that's the best I can make of it.
