to introduce Explanation: I'm less sure about the complete translations of these two sentences, but I'm reasonably confident that "to introduce" is fine. Gradually *introduce* pharmaceutical economic evaluations and healthcare technology assessment as the main foundations in the negotiation process for approval of high-value pharmaceuticals在高值药品的准入谈判过程中,逐步*引入*药物经济学评价和卫生技术评估结论等作为谈判的主要依据 Fully understand the importance and necessity of *introducing* negotiation mechanisms to guarantees of high-value pharmaceuticals in medicine 充分认识高值药品医疗保障*引入*谈判机制的重要性和必要性 |

adopt/adapt/imitate Explanation: Best is to use a word that makes clear that these ideas have been taken from other countries. You use "adopt" yourself, and it is a very reasonable translation. Any synonym for "copy" will work. If you use a less specific verb like introduce or incorporate, you may have to add another phrase: introduce methods observed in our international survey/incorporate practices used successfully in other countries. -------------------------------------------------- Note added at 15 hrs (2013-10-05 13:31:43 GMT) -------------------------------------------------- NB. I should just say it's not an insurance industry word. It's standard politician/business speak |
