Chinese term or phrase: 工业高增长行业
This is given as a key term in an article, and is in the title of the article: FDI与中国工业高增长行业的发展:1998—2006

I am quite confused, because both 工业 and 行业 are usually translated as 'industry'. Also, in the article tables 工业 is listed as a subcategory of 行业: for example, table heading is 行业, then under it are the subheadings:
工业
煤炭采选业
石油和天然气开采业
黑色金属矿采选业
有色金属矿采选业
非金属矿采选业
其他采矿业

Can anyone help me clarify this?

"产业" can be translated as "sector" too.

"工业" in Chinese generaly refers to "industrial sector", or simply "industry"

"行业" can refer to "industry" or "business" in many cases.

So it's indeed a little confusing sometimes. But in your context, I think "sector" should work well for your table heading. And for the subheadings, it's okay to omit the translation for "业" except "工业" for which "industrial sector" or "industry" can be considered as the translation.
