The excerpt states that the almost 100 trained 配载人员 were included part of the almost 300 乘务员, which means that the 配载人员 are actually on flights. Loadmaster is a term that developed out of the military, but apparently is now in use in civilian flights to describe the personnel who are essentially in charge of the placement and amount of weight on aircraft. Not 100% sure on this term, but looks pretty promising.

My uncertainty stems from the fact that these are passenger flights, not cargo or military, not sure if there is a more appropriate term for the person who performs the same duties as a loadmaster on passenger flights?

Baggage Handlers


Explanation:
This is an American term within the industry. Baggage handlers are often included in the term "Ground Crew." This is not to disagree with "Loadmaster" or other term which may be common in another part of the world.

Upon reading more about "Loadmaster" my experience in general aviation was that the pilot in command was responsible for determining proper weight and balance for the aircraft as it is fueled, loaded, and boarded and clearing it for flightreadiness. I have no military experience for how this is done.
