This comes up in the title of a report on municipal measures for helping the homeless. The full title is "UN ANY DE CLAROBSCURS".

I understand that it means a year of good and bad, but I don't really know how to word it and bearing in mind that it's the title, I think it needs to be a bit catchier than "a year of good and bad".
