Catalan term or phrase: país
I'm writing about castells and how they are representative of Catalonia as a "país", and its heritage. Due to the recent political backlash over Puigdemont using "país" in his speeches after the terrorism in Barcelona, I was wondering what you do about this term so that it is understood in the wider world. For example, this morning I read an article from the Independent that condemned Puigdemont for making statements about Catalonia being "a country, which it is not".

Thanks for your help in untangling this.

To start off with, I don't think I've ever heard anyone referring to Catalonia as a country - and I live in the region. Although there are a number of people who would like it to be a country, they know that it isn't (yet).

I have discussed this issue with a number of reviewers who don't live in either Catalonia or Spain and they have always told me not to use 'country', even if the text calls it a 'pais'.

I always use:

'Estat espanyol' - Spain
Comunitat Autònoma - Autonomous Region
Pais - Region

The pendulum swung back with the emergence of a democratic Spain after Franco's death. Catalonia now has is its own parliament and executive - together known as the "Generalitat" in Catalan - with extensive autonomy.
Nationalist fervour soared in 2010 after a ruling by Spain's constitutional court that set limits on Catalan claims to nationhood. The region's president at the time, Jose Montilla, said the ruling had "attacked the dignity of Catalans".
Spain's painful economic crunch has fuelled enthusiasm for sovereignty.
Many Catalans believe the affluent region pays more to Madrid than it gets back, and blame much of Spain's 2008 debt crisis on the central government.

Catalonia is a Spanish autonomous region located in the Northeast of the Iberian Peninsula. It is bordered by France and Andorra to the north and the Mediterranean Sea to the east. Catalonia is divided into four provinces –
Barcelona, Tarragona, Lleida and Girona – and 946 municipalities. Its capital is Barcelona and the official languages are Catalan and Spanish, and Aranese in the small Aran Valley at the Pyrenees.

Catalonia has a long history since the end of the first millennium. For centuries it was an independent state although confederated with other Iberian kingdoms. Since 1714 a part of a unitary Spain, Catalonia has maintained its cultural, social and linguistic identity which is now protected by the Statute of Autonomy.

Catalonia has a high level of self-government in accordance with the Spanish Constitution of 1978 and the Catalan Statute of Autonomy – the latest dating from 2006. The central government is represented in the region by the central government office, composed by four provincial branch offices, which assume and manage the tasks assigned in their respective provinces. The central government delegation is responsible for managing ports, airports, trains and justice.

The administration of Catalonia is the responsibility of the Regional Government of Catalonia (Generalitat de Catalunya). It is responsible for the administration of education, social affairs, transit, economic policies and trade, health, construction of public facilities, primary and secondary schools, universities and so on. The local authority is divided into municipal provincial councils.
