Предложението ми се основава на разбирането ми, че става дума за документ, "приравняващ" или "признаващ" специалност, получена на друго място за еквивалентна на друга т.е. отговаряща на определни изисквания. За съжаление, от така предложения контекст и обяснения, не се разбира дали подобна презумпция е вярна или не.
