Bulgarian term or phrase: в съответствие с границите на УПИ I, кв. 46
If I'm not mistaken, УПИ expands to Урегулирован Поземлен Имот (zoned land) but I'm not sure about кв. — plot or lot, maybe? Here's the context:

Отстранява се грешка в границите на поземлен имот с идентификатор *********, неправилно отразени в съответствие с границите на УПИ I, кв. 46 по регулационния план на м. „Изгрев“, одобрен със заповед № РД-50-09-77/16.04.1992 г. на главен архитект на Столична община.

English translation:land with planning permission, regulated land, zoned land
Explanation:
In UK English it would be land with planning permission, or zoned land I suppose in US English. Regulated land would be the literal translation.

Notes to answerer
Asker: Thanks David, but that's the part I pretty much already knew. It's the “I кв. 46” that I'm really unsure about. I'm uncertain whether the “I” goes with the “УПИ” or with the “кв. 46”, and what the “кв.” isю

Asker: Neither one of your links works as written.

agree  Yana Ellis: УПИ stands for "Урегулиран поземлен имот" - see: http://landairport.com/pages/nonactive_preview/121/kakvo-zna... refers to the plot number - http://arh-viktor.com/bg/blog-za-arhitektura-i-dizain/22-arh...

I is the Roman numeral for 1

Explanation:
It is typical for legal documents in Bulgarian to use Roman numerals. As for кв. this is a standard abbreviation for квартал or квадрат. In the context this is the latter and would refer to 'plot'.

Please see the references in my previous comment.
Hope this helps

neutral  larkspur: When referring to УПИ, "кв." is for "квадрант" - for sure!
