I've got a news article where a man is arrested who is described as "agjenti i krimeve". From the context (he worked for the police before he was caught) it looks as if this may be a job title rather than meaning that he was the autor i krimeve.

Does anyone know if this is a job title, and if so, what would an equivalent be in English?

Having little context, my suggestion would be that of the title of the job and not "the doer of the crime", since the man "previously worked in the police force".

the agent who committed crimes


Explanation:
Having worked for the police (in some way) makes him an agent. Therefore, he's the one who has committed crimes and arrested for it, hence "the agent who committed crimes" is the more clear way of putting it. Otherwise, going with "the criminal agent" or anything similar, can make it sound more as a someone's job title involved here, so it could create confusion.
