In an appeal hearing, the claimant (who is appealing against his conviction) failed to provide a "deshmi penaliteti per gjendjen gjyqesore te tij" but I don't know what a "deshmi penaliteti" is. "Penal/criminal testimony of his judicial status" doesn't make sense to me.

The reason he would provide this piece of evidence is for "fshehjen" of his former conviction - so concealment or suppression of the conviction I suppose.
