I have come across this phrase in a judicial decision. It gives the decision but then says the decision is "pambeshtetur ne ligj e ne prova" because the claimant has not shown that he has fulfilled the conditions for release on bail.

The literal translation is straightforward enough: "this judicial decision is unsupported in law and in evidence". I'm just wondering if there's a more familiar legal phrase (in English) that I'm missing.
