English translation: No letters are contained in the ID number

I have a Kosovar pdf document with personal data, including an ID number. The copy is a bit difficult to read, so I wonder if I am right to say that an ID number always has at least one character from the alphabet. It looks like starting with I1... in some parts of the document, and like 11... in other parts. I think it should be I1 - can somebody confirm?

Asker: You are completely right. I imagined I had seen letters in Kosovar ID numbers, but then I realized I saw them in Spain.
