Actually, the law was revised but not uploaded. An EU agency revised this law and uses it for their own purposes. This law is, indeed, a nightmare, particularly for those who do not know
any Albanian.

As you might remember, I use your help to translate into Swedish, not into English. And I found the confirmation of Jonis' second suggestion with the help of Swedish colleagues who translated into Swedish from Latin 'jurisdictio non contentiosa" (non-contentious procedure). -- The variant with 'out' seems to be a case of lazy translator and/or machine translation - if you read German, read this (from 8 years ago), where the translation of the law is called 'a nightmare'): https://dict.leo.org/forum/viewUnsolvedquery.php?idThread=86...

It is true that this law has been translated in an unprofessional manner. English does not sound English, but I had to give a reference.
I am aware that my entry is not written properly, nor is the source's English credible since it reads more Albanian than it does English.
For this reason, I added a note: "non-contentious procedure" and I think this should solve the problem.
There are a few laws that read well in English (Criminal Code for instance) but I do agree with you and other colleagues that this law in particular uses poor English.

I agree, in principle, with Jonis. We are speaking about two types of court proceedings.

Jonis, I get the impression that Gazeta Zyrtare has a bad translation. Just one example: >>1.2 Provisions of this law are implemented and in other juridical matters for which is not foreseen by law to be solved according to contentious procedure rules.<< 'And' is translated from 'dhe', I think, but should be 'also'.
