Which sentence is correct:

1. Welcome to Samsung dealers

1. "Welcome" may be a convention: "Welcome *,* S. dealers".
2. "Welcome" may be a verb: "(We) welcome S. dealers".
2. "Welcome" may be a noun: "(We give a warm) welcome *to* S. dealers".

If you say "Welcome to ..." you are telling the visitors that they are welcome to wherever they are. For example, at the city limits you might see a sign that says, "Welcome to Oklahoma." Or you might see a little placard next to a dish at an event that says, "Welcome to the olives," or in other words, letting the guests know that they may help themselves and take some olives to eat.
