Although I understand the meaning of this phrase, I am having difficulty putting it into English.

Depending on which organization is doing the stamping, you may prefer to use phrasing such as "the official seal" or "XYZ City Hall's seal," "ABC Organization's seal," etc.

”領収書と発行控え”が同じ書類であることを証明するための日本の事務慣習ですね。どこまで英語になりきれているかはわかりませんが。
