Distinction betw. 'bela' and 'pertahanan' negara Refer to Law No. 3 of 2000 on State Defense (Pertahanan Negara). It refers (see Article 9 inter alia) to the obligation of every citizen to both 'membela dan mempertahankan' negara Republik Indonesia. This can be fulfilled in several ways, including by serving in one's profession. I believe this is what is intended in the clause cited. It appears to be a certification that someone has fulfilled his/her obligation and 'declares that X has participated in national defense within the field of animal husbandry'
