Yo también, al igual que Taña, estoy casi seguro que hay un error ortográfico aquí. Considerando el contexto de actividades en piscinas descrito en este texto, no me cabe muchas dudas que se trata del nombre del artefacto acuático, el bodyboard o boogie board (otra denominación), y no del buggy board, como escrito en el texto. El nombre de la actividad en sí sería bodyboarding o body boarding.

The bodyboard is predominantly ridden lying down ('prone'). ... The bodyboard may even be ridden standing up. Boogie board

Francois tiene razón. Definitivamente es un error ortográfico. El término correcto aquí es "boogie board," también conocido como "bodyboard."

El sustantivo "buggy" en inglés podría significar un tipo de vehículo todoterreno, un coche de caballos de un solo caballo, un tipo de carretilla, o un cochecito para bebés. El adjetivo quiere decir "caracterizado por insectos". "Buggy" no tiene ningún significado relacionado con el agua o los deportes acuáticos.

Según mi experiencia se dice "boogie board" con más frecuencia, aunque técnicamente hablando "bodyboard" es más correcto. Pero "buggy board" no tiene sentido.
