Тут какое-то противоречие в тексте. Сама по себе фраза "that has completed or is in flower" должна пониматься как "отцвели или ещё цветут" (и тогда правилен вариант, который предложил Enote). Но обратите внимание:
"R5 describes the ***beginning of flowering*** and is sub divided to describe the percent of the flower **that has completed or is in flower** such as R5.1 (10%), R5.5 (50%), R5.9 (90%)".
То есть в данном случае идёт речь о начале цветения, а потому никакого завершения цветения быть не может.
Для завершения цветения предусмотрена другая классификационная категория - R6:
"R6 to R9 cover the period form when flowering is complete (R6) through to physiological maturity (R9)".
Мне кажется, авторы текста нечётко выразили свою мысль.
Так как речь идёт о начале цветения ("R5 describes the beginning of flowering"), то логично предположить, что в одну классификационную подкатегорию в рамках категории R5 зачисляются цветки, которые полностью распустились, а в другие подкатегории - цветки, которые ещё только распускаются, и в зависимости от того, насколько они распустились, им присваивается та или иная подкатегория в рамках категории R5 ("R5... is sub divided... ).

У подсолнечника соцветие, отдельные цветы в котором могут уже отцвести, а остальные только распускаются. Вспомните как цветет подсолнух
