nas, response is not really suggestion, but just fyi fwiw.

- "penuntutan balas" is according to my legal dictionary which defines "set-off" as "counterclaim by defendant against plaintiff". [the detailed explanation is too long to enter here.] the two terms are entered as synonymous.

- istilah undang-undang dbp tranlates "set-off" as "tolakan". there is no entry for "off-set". [however, as you know, in lay term "off-set" means "to balance" i.e. "mengimbang".]

agree Noorsalhanim Che Jamel : the meaning depends on the context it is used. Sometimes both terms means the same thing. But as far as legal context is concern, set off means tolakan whereby a debt is set-off against another debt.
