These are labour relations/trade union terms that indicate whether an employee is union represented, i.e. has a trade union negotiating their employment terms.
Look for "collective bargaining", the term used for negotiations between trade union and employers.
PRPM offers "tawar-menawar kolektif" and "perundingan/rundingan kolektif" which might be hard to fit into this context because of the additional reference to "(business) unit".
I suggest "pekerja di unit tanpa kesatuan" or "tanpa perwakilan kesatuan"
