I am currently translating an incident report, and am having problems with the above phrase.
The context is as follows:
"Hierop worden de betrokken supporters uit het stadion verwijderd en administratief aangehouden wegens verstoring van de openbare orde en wederspannigheid"
What is the difference between aahouden (arrest) and administratief aanhouden?

Administratieve aanhouding. = wanneer je niet beschuldigd wordt van een misdrijf. = maximaal twaalf uur. De politie is verplicht de arrestant een register te laten tekenen bij binnenkomst en vrijlating. Dat is het enige wat je kan ondertekenen.
Helaas heb ik geen vertaling hiervoor.

held and if no charges can be brought, they are released. am not sure there is a ready made term for this in English. could be proven wrong however.
