verplichte optie

Dutch to English Bus/Financial Finance (general) Car lease to company empoyees
I am currently proofing a document which has been translated form Dutch to English. To cut a long story short (explained in a previous post) I have no knowledge of Dutch. I have to query a few phrases as in parts, the English document is hard to understand.

I have learnt that "verplichte" can mean compulsory or obligatory and that "optie" can mean option, is this correct? My problem is, the English text says that the metallic finish and air-conditioning are an "obligatory option" I can't think what this could be as surely something is either obligatory OR optional, can it be both? The sentence following explains "If this turns out not to be the case, this may lead to the application being rejected." I am sure if i can get to the bottom of "verplichte optie" I will be able to make sense of the sentence which follows it.

Keuze lease auto
De medewerker dient een courante auto te kiezen, welke qua kostprijs, aard en representativiteit in lijn ligt met de functie. Indien gekozen wordt voor een vrije keuze auto, dan is de airco en de metaallak een ***verplichte optie***. Indien dat niet het geval blijkt te zijn kan dit leiden tot afwijzing van de aanvraag.

They mean that although air conditioning and metalic paintwork may be options with the car (i.e. that they are not included in the basic/standard model), they must also be selected because if not the company (?) will not pay for the lease car.
