I have a feeling this is a text adressed to patients and they are trying to explain the word 'efficacité" to them between parenthesis. "how well" here gives a notion of degree or quantity. At least this is my understanding of it. In the scientific community, everyone knows the proper terminology but here it seems adressed to patients.
